Description:

Child Advocates of San Bernardino County (CASBC) was established in 1984 by the Presiding Juvenile Court Judge Patrick Morris and was incorporated as a non-profit in 1989. Judge Morris realized that despite the best efforts of all concerned, the juvenile court systems were not meeting the comprehensive needs of abused and neglected children. Children whose cases remained in the system for extended years were likely to have multiple foster/group homes and/or institutional placements, school changes, social worker changes and numerous severed adult/peer relationships. The statistics in this county continue to grow in staggering amounts. In 2004 there were 39,684 children referred to the Department of Children’s Services for suspected child abuse and neglect. That represents a 38% increase in referrals since 2000. In March 2004, there were 5,091 San Bernardino County children and youth living in out of home placements of which, 2,005 were first time placements. In a county with such devastating statistics, this agency performs invaluable services in advocating for the best interests of the children in our courts.
